Will harassers stop harassing women if they wear hijab or Burkha?

 It is a common misconception that wearing a hijab or burqa will prevent women from being harassed by perpetrators. Regardless of what a woman is wearing, harassers will still find ways to justify their inappropriate behavior towards them.
